The mission of the Domestic Relations Office is to secure financial and medical support for minor children and, where appropriate, for the custodial parents of said minor children. This is accomplished through the location of non-custodial parents, the establishment of paternity, the determination of parents' ability to pay support, provide health insurance and/or pay medical costs, and the establishment and enforcement of support orders.
  • Child Support Services: Domestic Relations (DRS) is the provider of child support services in Greene County under the federal child support program (Title IV-D), including:
    • Enforcement of support orders, spousal support, and/or alimony pendente lite actions
    • Paternity establishment
    • Support order establishment and modification of existing support orders

    DRS employees provide general information to the public about the Pennsylvania Child Support Program and the services offered by DRS. However, employees are not permitted to provide you with specific legal advice. If you have legal questions about paternity or support matters, the office provides legal services, through staff attorney(s) or contracted attorney(s).

  • Application Services: The office accepts applications for services from individuals referred to the office by the state Department of Public Welfare, from other agencies and jurisdictions and from individuals.

  • Enforcement Services: The office uses all available automated or other appropriate legal measures to enforce support orders, including but not limited to the following: initiating proceedings for income attachment; directing an employer to enroll dependent(s) in available health insurance and to deduct the required premium payment from the employee's income; petitioning the court for contempt sanctions; automatically intercepting unemployment compensation or an IRS income tax refund for all cases meeting the certification criteria unless good cause is established; entering or assisting in entering liens against personal property of the obligor; and initiating actions to seize financial assets and suspend, non-renew or deny driver's and professional or other licenses of delinquent obligors which are issued by any entity, political subdivision or agency of the Commonwealth of Pennsylvania.

  • Establishment of Support Services: The office establishes an order of support, including medical support, in accordance with the Pennsylvania Rules of Civil Procedure.

  • Financial Assessment Services: The office conducts a financial assessment of the child's needs and the person's ability to provide support in accordance with the Pennsylvania Rules of Civil Procedure, using information available through automated or other means.

  • Inter/Intra-state Services: The office refers and monitors appropriate cases to other states or Domestic Relations offices for the provision of services and provides the aforesaid services to cases referred from the state Department of Public Welfare, other states or other Domestic Relations offices.

  • Location Services: The office attempts to locate non-custodial parents and the income, assets and health insurance coverage on non-custodial parents through all available federal and state automated means and local resources.

  • Medical Support Services: The office recommends the inclusion in all new or modified orders the requirement that health benefits or health insurance be provided as required by federal and state statutes.

  • Modification of Support Order Services: The office initiates proceedings to review and, if appropriate, petition the courts to modify support orders in accordance with state and federal law, or whenever a verifiable material and substantial change in circumstances becomes known to the office.

  • Monitoring Requirements: The office shall monitor actions through automated or other means to locate non-custodial parents, establish paternity and establish and enforce support obligations, including provisions for health insurance or medical support obligations for all cases in accordance with federal standards.

  • Paternity Services: The office provides the alleged father the opportunity to voluntarily acknowledge paternity or attempt to establish paternity, when necessary, by ordering genetic testing or referring the matter for further judicial proceedings.

  • Petition Processing Services: The office assists individuals, whether or not represented by counsel, in the filing of support complaints and thereafter processes those support complaints in accordance with the Pennsylvania Rules of Civil Procedure. The office shall attempt to solicit relevant information directly from the applicant/recipient of services prior to a determination that services cannot be provided due to insufficient information. 

  • Interactive Voice Response (IVR) System for ANONYMOUS TIPS: The new IVR phone system is used to report anonymous tips or messages, enabling a caller (tipster) to leave anonymous messages and/or tips, on a 24/7 basis.

    The following steps will assist the caller on the basics of the IVR phone system for leaving tips and/or messages on the message recording:
    1. Call the Domestic Relations Support main number at 724-852-5214
    2. At the first prompt, press "1" for a touch-tone phone
    3. On the next prompt, press "5" to leave an anonymous message/tip
    4. At the next prompt, press "2" and begin speaking; your anonymous tip message will be recorded as you speak
    5. After you finish recording, press "#" to save the message and end the call.
    You do not need to leave your name or any personal information, your phone call will remain anonymous.
